面向专利运营的高校图书馆信息获取研究

Research on university library information acquisition for patent operation

开展专利运营信息服务是高校图书馆深化服务改革、实现服务转型升级的重要路径。文章针对目前高校图书馆专利信息服务中存在的信息不完整、精准性差的问题,首先,分析了专利运营所需的科研信息、市场信息、政策信息的来源。其次,依据信息传播范围将上述信息划分为白色信息和灰色信息,在对其特征进行深入分析的基础上,给出利用网络获取白色信息,通过与相关信息主体协同获取灰色信息的策略〉最后,就信息向情报转化的数据处理与分析、专家判断与解读、情报提炼与整理环节进行了深入研究,指出了图书馆与不同信息主体之间的协同合作方式,以期为高校图书馆开展专利运营精准服务提供参考。

Carrying out patent operation information service is an important path for university libraries to deepen service reform and realize service transformation and upgrading. In order to solve the problem of incomplete information and poor accuracy in the patent information service of university libraries, the paper first analyzes the sources of scientific research information, market information and policy information required for patent operation. Then the paper divides the above information into white information and gray information according to the scope of information dissemination. Based on the in-depth analysis of its characteristics, the strategy of obtaining white information by using the network and acquiring gray information by cooperating with related information subjects is given. Finally, the paper deeply studies the transformation of information to intelligence, related data processing and analysis, expert judgment and interpretation, information refinement and organization. The way in which libraries cooperate with different information subjects is pointed out. The purpose of this paper is to provide a reference for the precise service about patent operations of university libraries.
