摘要
在“控编”“缩编”的政策背景下,高校图书馆普遍采取“老人老办法,新人新办法”,即老员工保留编制内身份,新入职人员则大多以编外方式聘用,高校图书馆双轨化用工现象普遍存在。文章以江苏部分高校青年馆员的问卷调查为例,分析高校图书馆青年馆员用工现状存在的问题,提出健全聘用制配套制度,引导青年馆员转变观念,加强组织关怀等激励措施,以期对转型期高校图书馆青年馆员人才队伍建设相关研究有所贡献。
Under the policy background of "control editing” and "downsizing",college libraries generally adopt the "old methods for the elderly and the new methods for newcomers",that is,the old employees retain their identity,and the new recruits are mostly employed by non-staff.The phenomenon of dual-track employment in university libraries is widespread.This paper takes the questionnaire survey of some young librarians in some universities in Jiangsu as an example to analyze the problems existing in the employment status of young librarians in college libraries,and proposes the improvement of the employment system,guiding young librarians to change their concepts and strengthen organizational care.In order to stimulate the construction of the talent team of young librarians in university libraries during the transition period.
