基于DEA和比较优势指数的深圳市人才吸引力评价

A Talent Attraction Evaluation Model Based on DEA and Talent Comparative Advantage Index in Shenzhen

针对“城市人才吸引力”的量化评价问题,运用了数据包络分析及比较优势指数构造等,构建了基于DEA的人才吸引力有效度评价模型、基于三个比较优势指数的人才分类吸引力模型,运用MaxDEA、LINGO软件求解发现,深圳市近年人才吸引力总体下降明显,近4年有小幅度缓慢上升,且各类人才的吸引力具体呈第一产业水平较弱,第二产业稳步发展,第三产业有待提高的局面.最后针对深圳创新创业、科研科创的城市发展理念,结合人才政策等因素的量化规律以及不同类人才的吸引力水平,总结得出深圳的区域、市场、人才引进政策优势以及生活成本劣势,再从人才的培养、争夺、发展和城市的发展方面分别提出针对性建议.

According to the quantitative evaluation of " city talent attraction" problem,using DEA and the Construction of comparative advantage index,a talent attraction effectiveness evaluation model based on DEA is built,and the talent classification attraction model based on the three classification is built by using LINGO software program.It is found that the effective degrees of talent attraction construction in shenzhen has decreased significantly in recent years,but with a small increase in the past four years,and the attractive level of all kinds of talents is a situation in which the level of the primary industry is weak, the secondary industry is developing steadily,and the tertiary industry needs to be improved.Finally aiming at the urban development concept of innovation and entrepreneurship,scientific research and innovation in Shenzhen,combined with the quantitative laws of talent attraction and talent policy as well as the level of attraction of different kinds of talents at present stage,the regional,market,talent introduction policy advantages and cost of living disadvantages of Shenzhen are summed up,then the corresponding suggestions from the aspects of talent cultivation,competition,development and urban development are put forward.
