The Theoretical Foundation, Value Destination and Realization Path of Effective Rural Governance

乡村有效治理是推进乡村振兴的基础性工程,关系到人民群众的利益与国家发展的全局。人民群众参与乡村有效治理是马克思主义群众史观的内在要求,群众观点为乡村有效治理确立了价值归宿,提供了力量源泉。基于此,乡村有效治理的实现路径要从群众中来,着重畅通乡村有效治理的群众利益表达机制与建构乡村有效治理的群众共建共治机制;到群众中去,着重构建乡村有效治理的群众价值评价与利益共享机制。

The effective rural governance is a fundamental project to promote rural revitalization, which is related to the interests of the people and the overall development of the country. The participation of the masses in effective rural governance is the inherent requirement of the Marxist historical view of the masses, and the view of the masses sets up the value destination and provides the power source for the effective rural governance. Based on this, the effective rural governance should take the realization path of coming from the masses, which focuses on making up the smooth expression mechanism of the masses’ interests in effective rural governance and the construction of the masses co-construction and co-governance mechanism of effective rural governance, and also the path of going to the ’masses, which mainly constructs the masses’ evaluation and benefit sharing mechanism of effective rural governance.
