30年来中国—东盟高等教育合作机制研究综述 被引量:4

Literature Review on International Regimes in China-ASEAN Cooperation in Higher Education for the Past Thirty Years

摘要 中国-东盟高等教育合作机制建设是中国-东盟高等教育国际化合作发展的重要组成部分。30年来,国内外学者对中外合作办学、留学生教育合作、科研合作、国际培训、国际会议、常态化合作等中国-东盟高等教育合作机制建设问题进行了分析研究,指出因受政治体制、经济发展不平衡、文化差异、国情差异等复杂因素的影响,中国-东盟高等教育合作机制建设中还存在机制建构不系统、合作发展定位不具体、合作机制内容单一、合作制度保障不健全、合作影响力有限等问题,借此提出了促进中国-东盟高等教育合作机制建设的政府路径、管理路径、经费路径、国际路径、制度路径、合作路径等对策措施。其研究虽然在区域建设思路、实践对策建议和理论探究方面取得了一定的研究成效,且呈现出一定的理论性、现实性和复杂性特点,但在系统性研究、实证研究和提升研究质量方面还存在明显不足,今后需要在深化理论研究、加强实证研究和拓宽研究视野方面下功夫。 International regimes in China-ASEAN cooperation in higher education center on the establishment of cooperation mechanism in China-ASEAN higher education. Over the past 30 years,Chinese and foreign scholars have made in-depth analyses on such issues as Sino-foreign cooperation in running schools,overseas students’ education cooperation,scientific research cooperation,international training,international conferences,and normal cooperation in higher education cooperation between China and ASEAN. It was pointed out that due to such complex factors as political system,unbalanced economic development,cultural differences,and differences in national conditions,there are still problems and challenges in building the China-ASEAN higher education cooperation mechanism. The challenges include lacking systematic mechanism,lacking concrete orientation of development,single content of mechanism,inadequate institutional guarantee and limited influence of mutual cooperation. Therefore,scholars propose the following constructive countermeasures,for example,governmental path,managed path,funding path,international path,institutional path and cooperative path to promote the building of international regimes in China-ASEAN higher education. Previous research has achieved certain results in terms of regional construction ideas,suggestions for practical countermeasures,theoretical inquiry,meanwhile,showing various kinds of theoretical,realistic and complex characteristics during the research and also showing deficiencies in systematic research,empirical research,and quality research. As a consequence,in the future,the academia should make great efforts of deepening theoretical research,strengthening empirical research and broadening research horizons.
