北京市二次供水设施管理模式研究

Research on management mode of secondary water-supply facilities in urban area of Beijing

基于北京市二次供水设施数量日益增长的现状,针对其规模庞大、形式多样、管理主体众多的实际情况,对二次供水设施运行管理中存在问题进行分析。立足北京首都城市定位,基于设施建设管理现状情况,以及存量多、增速快的特征,同时综合考虑设施运行维护的重要性、复杂性和普遍性,建议完善北京市二次供水设施管理体制,以管理模式优化为重点,采用多种模式并行的管理方式,同时强化监管宣传及相关政策支持,最终强化北京市二次供水有序管理,保证二次供水设施安全有效运行,全面提高城市供水安全保障水平。

Based on the growing numbers of secondary water-supply facilities(SWSF)in Urban Area of Beijing,the problems in the operation and management of SWSF are analyzed according to actual circumstance of the large-scale,diverse forms and numerous management subjects.Standing on the Function Orientation of Capital City,management system should be further improved based on current situation of facility construction management,the features of large stock and increasing speed,and the importance,complexity and universality of the facilities’operation and maintenance.Besides,management mode should be emphatically optimized,and various patterns should coexist.Meanwhile,propaganda and policy support should be strengthened.It will contribute to strengthen the orderly management of secondary water supply in Beijing,to ensure the effective and safe operation of the facilities,and to comprehensively improve the safety guarantee of urban water supply.
