中国农民发展水平模糊评价

A Fuzzy Evaluation on the Development Level of Chinese Farmers

基于马克思人的全面发展理论构建了农民发展综合评价指标体系,并采用2016年中国家庭追踪调查(CFPS)数据及模糊数学方法,对中国农民发展水平进行了较为全面的评价。研究结果显示,2016年中国农民综合发展指数为0.4523,处于中等偏下发展阶段,经济条件已不是困扰中国农民发展的关键障碍因素,农民发展的“短板”主要体现在劳动能力上,“短板中的短板”则在教育方面。就评价指标权重而言,发展型消费的边际提高,对中国农民总发展水平提高的贡献度最大;从农民发展分布情况来看,中国农民发展不平衡主要体现在人居环境上,而且农民内部不同群体间也存在显著的发展不平衡。

Based on Marx’s theory of all-round human development,this paper constructs a comprehensive evaluation index system for farmers’development,and uses the data of Chinese family tracking survey(CFPS)in 2016 and the method of fuzzy mathematics to make a more comprehensive evaluation of the development level of the Chinese farmers.The results show that the comprehensive index of China’s farmers’development in 2016 is 0.4523,which is at the middle-lower development stage.From the perspective of development,the economy conditions are not the key obstacles plaguing the development of Chinese peasants.The“short board”of peasant development is mainly reflected in the labor capacity,and the“shortest board”is in education.From the perspective of index weights,the marginal improvement of developmental consumption has the greatest contribution to the improvement of the overall development level of Chinese farmers.Judging from the distribution of farmers’development,the imbalance of Chinese peasants’development is mainly reflected in the living environment,and there are also significant development imbalances among different groups within the peasants.
