摘要
本文概述了租金管制的定义、起源、分类方式,比对了各国租金管制政策现状,并归纳了租金管制的学术观点及关注角度,包括:资源错配,租房市场供给,房屋维护,对限租区、非限租区的影响。在此基础上,结合我国住房租赁市场的特殊背景,对我国租金管制政策推行提出建议:完善法律法规体系,建立住房租赁市场调控长效机制;建立官方住房数据库;鼓励机构租赁,保证充足的租赁住房供应;对于部分一、二线城市中产业密集、租金高的区域,有针对性地进行动态租金管制。
This paper outlines the definition,origin and classification of rent regulation,compares the status quo of rent regulation policies in various countries,and summarizes the academic viewpoints and concerns of rent regulation,including:resource mismatch,rental market supply,house maintenance,and the influence on rent-restricted district and non rent-restricted district.On this basis,combined with the special background of China’s housing leasing market,the following recommendations are proposed for the implementation of China’s rent regulation policy:improve the legal and regulatory system,establish a long-term mechanism for housing leasing market regulation;establish an official housing database;encourage institutional leasing to ensure adequate rental housing supply;and targeted dynamic rent regulation for areas with high industrial-intensive rents in some Tier 1 and Tier 2 cities.
