梳理主体功能区、国土空间规划、三生空间的衔接逻辑:①明晰三者在未来规划体系中的角色定位——主体功能区作为“过去”已基本形成的规划制度,未来应作为规划编制的战略背景;国土空间规划作为“当前”最核心的空间优化手段,是未来国家规划体系的重要组成部分;三生空间承载百姓民众对“未来”城市发展的美好愿景,是规划实施的空间载体和优化目标;②梳理上层战略意志的渗透与反馈路径——上层战略指导主体功能区分区定位;主体功能区作为战略背景,其战略意志由国土空间规划继承;国土空间规划通过“三区三线”分区管控意志,指导“三生空间”的数量分布与空间布局;百姓民众对“三生空间”的诉求反馈,影响上层战略的制定;③厘清三者国土空间分区的衔接逻辑——“四区”是空间战略分区、“三区三线”是空间管控分区、“三生空间”是空间活动分区。探索未来以主体功能区为战略背景、国土空间规划为核心规划手段、三生空间为空间优化载体的国土空间优化路径,期以形成过去—现在—未来相衔接的国土空间优化合力。

The cohesion logic of main functional area,land space planning and three living Spaces is sorted out.①Clarify the roles of the three in the future planning system.As a planning system that has been basically formed in the past,the main functional area should be the strategic background of planning in the future.Spatial planning,as the core means of space optimization,is an important part of the future national planning system.Three living spaces carry the people’s beautiful vision of“future”urban development,and is the spatial carrier and optimization target of planning and implementation.②Sort out the infiltration and feedback path of the upper strategic will.The upper strategy guides the zoning of main function areas.The strategic will of the main function zone is inherited by the land space planning.National spatial planning guides the quantitative distribution and spatial layout of“three living spaces”.The appeal and feedback of“three living spaces”partly influences the formulation of the upper strategy.③Clarify the cohesion logic of the three in the zoning of land space.The“four zones”are spatial strategic zones.“Three zones and three lines”are space control zones.“Three living space”is the space activity partition.We try to explore the path of land space optimization in the future with functional zones as the strategic background,land space planning as the core planning method,and three living spaces as the carrier of space optimization,so as to form the past-present-future linked space optimization synergy.
