乡村振兴 “转”起来才能“赚”起来——以山西省忻州市为例

Rural Revitalization,“Turn” up Can “Earn” up——Take Xinzhou City,Shanxi Province as An Example

乡村振兴,实现农民生活富裕是重中之重,而增加农民收入最有效、最现实的措施就是土地流转和规模经营。在乡村振兴战略背景下,要集中力量解决在土地流转实践中所遇到的问题,共同推动现代农业的发展。以忻州市为例,论述在乡村振兴战略背景下农村土地流转的现状,发现存在土地难流转、缺乏规模经营、流转不正规、政府支持力度小、农民保障制度不健全等问题。针对种种制约因素,有针对性地提出解决问题的建议,以期为进一步规范忻州市土地流转工作打下坚实的基础。

Rural revitalization,the realization of peasant living prosperity is the most important task.The most effective and realistic measures to increase farmers’income are land circulation and scale operation.Under the background of the rural revitalization strategy,we must concentrate on solving the problems encountered in the practice of land circulation so that we can jointly promote the development of modern agriculture.Taking Xinzhou City as an example,we discussed the current situation of rural land circulation under the background of rural revitalization strategy.It is found that there are problems such as difficulties in land circulation,lack of scale operation,irregular circulation,low level of government support,and imperfect imperfect farmers’security system.Aiming at various constraints,the paper puts forward suggestions and measures to solve these problems,and lays a solid foundation for further standardizing the land circulation in Xinzhou City.
