京津冀区域创新能力提升策略研究

Research on the Strategy of Promoting Regional Innovation Ability in Beijing,Tianjin and Hebei

区域创新能力已经逐渐成为区域竞争优势的决定性因素之一,并成为推动区域经济发展的重要因素。以《中国区域创新能力评价报告(2018)》的数据为基础,参照区域创新能力的各项评价指标,对京津冀区域创新能力的现状进行分析。结果显示,2018年北京创新能力突出,领先地区的优势不断增强;天津市继续保持创新绩效优势指标,注重发展科技型企业,支持科技企业技术创新,建设科技创新载体取得显著成效;河北省在研发投入、发明专利方面进展很大,创新环境得到进一步改善,创新绩效指标有所提升。针对京津冀区域创新能力现状、雄安新区建设规划的进一步推进,给出京津冀区域协同创新能力提升的策略。

Regional innovation capability has gradually become one of the decisive factors for regional competitive advantage and has become an important factor in promoting regional economic development.Based on the data of China Regional Innovation Capability Evaluation Report(2018),the study analyzes the status of Beijing-Tianjin-Hebei regional innovation capability with reference to various evaluation indicators of regional innovation capability.The results show that in 2018,Beijing’s innovation capability is outstanding,and the advantages of leading regions are continuously enhanced;Tianjin continues to maintain its innovation performance advantage index,pays attention to the development of science and technology enterprises,supports technological innovation of science and technology enterprises,and achieves remarkable results in building scientific and technological innovation carriers;Hebei Province is developing The investment and invention patents have made great progress,the innovation environment has been further improved,and the innovation performance indicators have improved.Based on the current situation of Beijing-Tianjin- Hebei regional innovation capability and the further development of the construction plan of Xiong’an New District,the paper gives the strategy of enhancing the collaborative innovation capability of Beijing-Tianjin-Hebei region.
