摘要
在2020年国际海事组织实施船舶燃料硫含量≯0.50%的新标准后,未来全球低硫重质船舶燃料油市场将出现供应严重不足的局面,可能导致炼油行业发生前所未有的变化。中国可凭借突出的自有低硫原油优势,迎来重质船舶燃料油发展的重大机遇。建议中国政府早日出台重质船舶燃料油出口的税收抵免政策,提高炼油企业生产低硫重质船舶燃料油的经济性和积极性;中国炼油行业需调整"吃干榨尽"的传统思维,抓紧研究落实低硫重质船舶燃料油的供应方案,为建设船舶燃料油的区域加注中心提供资源支持。
After the implementation of the sulfur content≯0.50%standard for bunker fuel oil,there will be a serious supply shortage in global low-sulfur bunker fuel oil market in near future,which may lead to unprecedented changes in the refining industry.With the outstanding advantages of low-sulfur crude oil resource,China can find the great opportunity for the development of bunker fuel oil.It is suggested that Chinese government could issue the tax credit policy for the export of bunker fuel oil as soon as possible,improve the economy and enthusiasm about producing low-sulfur bunker fuel oil in China refineries.The refineries should adjust to implement the supply scheme of low-sulfur bunker fuel oil from the traditional thinking of"so-called exhausting",promptly study and implement the supply plan for low-sulfur bunker fuel oil,and provide resources to support the construction of regional refueling centers for bunker fuel oil.
