中国与阿塞拜疆油气合作前景分析

Analysis of oil and gas cooperation prospect between China and Azerbaijan

西方国家通过地缘优势、政治影响力和传统的经济联系,并凭借资金、技术等优势在阿塞拜疆的油气领域抢占先机。中国与阿塞拜疆的油气合作经过多年发展,总体上规模不大,但合作在不断深化。"一带一路"倡议的推进使中阿政治经贸合作伙伴关系不断深化,同时阿塞拜疆鼓励外资进入油气领域,中阿油气合作互补性较强。外国公司在阿塞拜疆的油气合作仍然面临各类挑战,包括:阿塞拜疆经济结构单一,汇率稳定性差;金融市场封闭,融资能力较差;国家对油气资源掌控能力加强,油气领域竞争激烈;市场环境、营商环境较差。但在里海勘探开发、炼油石化、工程技术服务等领域,中阿仍有合作空间。中国企业应加强当地营商环境调研;推进人民币结算,规避汇率风险;积极参与里海新区勘探,避免老项目盲目竞争;利用丝路基金,拓展融资渠道,降低融资风险。

The western countries already seized the first chance in the field of oil and gas in Azerbaijan by means of geographical advantages,political influence,traditional economic links as well as advantages of capital and technology.After years of development,the oil and gas cooperation between China and Azerbaijan is not big on the whole but continues to deepen.The promotion of the Belt and Road Initiative has deepened China-Azerbaijan political and economic cooperation partnership.Meanwhile,Azerbaijan encourages foreign investments to enter the oil and gas field,and China-Azerbaijan oil and gas cooperation is highly complementary.However,foreign companies still face various challenges in oil and gas cooperation in Azerbaijan,including Azerbaijan’s quite simple economic structure,unstable exchange rates,closed financial market,and poor financing ability.In the meantime,it gradually strengthened oil and gas resource control,there is a fierce competition and poor market and business environment in the oil and gas field.But there is still room between China and Azerbaijan for cooperation in Caspian Sea exploration and development,oil refining and petrochemical,engineering and technical services and other fields.Chinese enterprises should strengthen local business environment research,promote RMB settlement and avoid exchange rate risks,actively participate in the exploration of the new Caspian Sea area to avoid blind competition of old projects,utilize silk road fund to expand financing channels and reduce financing risks.
