分级诊疗制度下基层医疗卫生机构2型糖尿病患者健康管理绩效评价指标体系的建立

Establishment of performance evaluation index system for health management of type 2 diabetes patients in primary health care institutions under graded diagnosis and treatment system

目的研究分级诊疗制度下基层医疗卫生机构2型糖尿病患者健康管理绩效评价指标体系的建立,为后期诊疗相关疾病提供依据,实现基层医疗机构服务质量的全面提高。方法采用文献法建立指标体系,在此基础上采用两轮德尔菲专家咨询法确定指标体系,采用层次分析法确定指标权重。结果经过两轮专家咨询后,可操作性协调系数分别为0.764、0.912,重要性协调系数分别为0.657、0.889,权威系数分别为0.842、0.868,积极系数分别为92.0%、100.0%。最终确定指标体系内容包括一级指标3个、二级指标13个、三级指标46个。结论分级诊疗制度下基层医疗卫生机构2型糖尿病患者健康管理绩效评价指标体系的建立能够提高对2型糖尿病患者的整体服务质量,优化诊疗制度,合理配置医疗资源,值得全面推广应用。

Objective To study the establishment of performance evaluation index system for health management of type 2 diabetes patients in primary health care institutions under graded diagnosis and treatment system, to provide evidence for the later diagnosis and treatment related diseases, and to achieve an overall improvement of the service quality of primary medical institutions. Method The index system is established by literature method. On this basis, two rounds of Delphi expert consultation are used to determine the index system, and the weight of the index is determined by analytic hierarchy process. Results After two rounds of expert consultation, the operability coordination coefficient was 0.764 and 0.912, the importance coordination coefficient was 0.657 and 0.889, the authority coefficient was 0.842 and 0.868, and the positive coefficient was 92.0% and 100.0%, respectively. The final index system includes 3 first-level indicators, 13 second-level indicators and 46 third-level indicators. Conclusion The establishment of performance evaluation index system for health management of type 2 diabetes patients in primary health care institutions under the graded diagnosis and treatment system can improve the overall quality of service for type 2 diabetes patients, optimize the diagnosis and treatment system, and rationally allocate medical resources, which is worth of popularizing and applying in an all-round way.
