Building Emergency Communication System Based on Satellite Communication and Broadcasting Network

针对自然灾害发生时造成的常规通讯中断问题,构建一套应急通信系统。该系统依托卫星通信系统,实现灾难现场的视频画面实时传送至防汛抗旱指挥部,并实现双向的视频会商功能,满足在自然灾害导致地面通讯设施中断的情况下,使用卫星通信设备及时传递灾情信息,使指挥中心能够最短时间内掌握现场情况,及时做出防汛抢险决策。

Aiming at the problem of routine communication interruption caused by natural disasters,an emergency communication system is constructed on satellite communication system,the system realizes real-time transmission of video pictures from disaster site to flood control and drought relief headquarters,and realizes bidirectional video consultation function.It satisfies the requirement of timely transmission of disaster information by using satellite communication equipment when the ground communication facilities are interrupted due to natural disasters,so that the command center can grasp the scene situation in the shortest possible time,and make timely flood control and emergency decision-making.
