河北省产业转型过程中高技能人才经济贡献研究

Research on the Economic Contribution of High-skilled Talents in the Process of Industrial Transition in Hebei Province

基于近10年河北省产业结构、就业结构和高技能人才配置基本现状,梳理国内外相关文献和统计资料,研究河北省高技能人才在产业转型背景下对全省的经济贡献。研究结果表明,河北省就业人员构成与三大产业结构高度相关,均呈“二三一”模式;产业转型促进了高技能人才数量的不断增长,高技能人才价值对经济转化率越来越高。回归分析可得:在河北省产业等级较低时,高技能人才结构中高级工对河北人均GDP贡献较大。随着产业优化升级,技师等级以上人才对经济贡献更加明显。在此基础上,从构建产业人才一体化结构、打造高技能人才信息服务平台、实施高技能人才培养激励等角度出发,提出优化河北省高技能人才结构,推动产业转型的对策建议。

Based on the basic situation of industrial structure,employment structure and the allocation of highskilled talents in Hebei Province in recent ten years,this paper combs the relevant literature and statistical data at home and abroad,and studies the economic contribution of high-skilled talents in Hebei Province to the whole prov.ince under the background of industrial transformation.The results show that the composition of employment person.nel in Hebei Province is highly correlated with the three major industrial structures,all of which are in the"two,three and one"mode.The industrial transformation promotes the continuous growth of the number of highly skilled talents,and the value of highly skilled talents is getting higher and higher to the economic transformation rate.Re.gression analysis shows that when the industrial level of Hebei Province is low,the high-skilled personnel structure has a greater contribution to the per capita GDP of Hebei than those above the technician level.With the optimiza.tion and upgrading of the industry,the contribution of technicians above the rank of technicians to the economy is more obvious.On this basis,from the perspective of building an integrated structure of industrial talents,building an information service platform for high-skilled talents,and implementing incentives for training high-skilled tal.ents,this paper puts forward some countermeasures and suggestions for optimizing the structure of high-skilled tal.ents in Hebei Province and promoting industrial transformation.
