社区矫正的规范化、机构的建制化、队伍的职业化,绝不是司法部一个部门的政策所能解决。在法治国家的建设中,社区矫正立法应从国家高度、社会广度、行业深度出发来斟酌酝酿,需要宏观解决社区矫正立法决策、社区矫正立法原则等问题。社区矫正立法需要全国人大主导,坚持法治原则、民主原则与科学原则。

The standardization of community correction,the institutionalization of institutions and the professionalization of the ranks cannot be solved by the policies of one department of the ministry of justice.In the construction of a country ruled by law,community correction legislation should be considered from the national height,social breadth and industry depth.It is necessary to solve macro-decision-making of community correction legislation and principles of community correction legislation.The legislation of community correction needs the leading role of the National People’s Congress and adheres to the principles of rule of law,democracy and science.
