乡村公共文化内卷化困境与对策

Involution Trouble and Solution Countermeasures of Rural Public Culture

乡村文化建设是乡村振兴的重要组成部分,行政主导下的乡村文化建设存在供需不对称、重“植入”轻“培育”、项目制弱化了本真文化等问题,广大村民成为了乡村文化建设的“观众”。乡村文化的执行主体、承接主体、责任主体和参与主体缺位,出现乡村文化内卷化现象。因此,必须通过创新文化服务的供给机制,从空间的角度理解乡村文化建设,重构乡村居民的生活空间、物理空间、价值空间、制度空间、角色空间。通过空间转向建构社会资本,提升乡村居民信息交换效率,提升互信水平,拓展行政权力与乡村居民的对话通道,改变乡村居民的价值观念、思维方式和生活态度,激发村民的文化情怀,形成乡村文化发展共同体。乡村发展环境已经从初期发展阶段时专注农业产业转轨到目前的乡域整合发展格局,乡村公共文化服务的目标在于转变乡村居民的生活态度、价值观念,形成基于乡村本真的文化氛围,提升村民的内在素养。

Rural culture plays an important role in the rural revitalization.There are many problems for rural culture construction under the administration,such as asymmetry between supply and demand,emphasizing“implant”and despising“cultivating”,and commercialization weakening the natural culture.In such a situation,the villagers become the“audience”in rural cultural construction,resulting in the vacancy of the implementation of village culture,of the main body for undertaking issues,of the main responsibility subject,and of the participation in subject,and then village culture constructing involution dilemma appears.So it is necessary to innovate culture service supply mechanism,understand the rural culture construction from the view of space,and reconstruct rural residents’living space,physical space system,value space,system space and role-playing space.Through space transition to construction of social capital and improving rural residents'information exchange efficiency,to enhance the level of mutual trust and expand the dialogue channel between and administrative power,reducing subprime selection possibility for residents in the process of behavior themselves,forming rural community cultural development.The Rural development environment has been experiencing the transition from the early stages of focusing on agricultural industry to current township domain integration development pattern,and the goal for rural public cultural service lies in the transformation of the rural residents’life attitudes and values,forming cultural atmosphere based on rural natural,improving the villagers’inherent quality.
