近十年中国婴幼儿配方奶粉监管的发展及现状研究

Research and Analysis on Supervision of Chinese Infant Formula Milk Powder

婴幼儿配方奶粉是婴幼儿的主要营养来源之一,其直接决定婴幼儿早期生长发育与生命质量,甚至会对社会稳定度与经济发展产生影响。但近十年起较大的问题奶粉事件引起社会与消费者的高度关注与讨论。中国政府在2008年三鹿奶粉污染事件之后加快了婴幼儿配方奶粉的监管步伐,十余年先后发布实施多部法律法规,确保配方奶粉的质量与安全。该文着重介绍了三鹿奶粉事件之后中国政府采取的一系列规定措施及其取得的成果,并针对当下中国婴幼儿配方奶粉监管存在的不足并提出相关建议,旨在构造更完善的婴幼儿配方奶粉监管体系。

As a special food,infant formula is one of the main sources of nutrition for infants and young children.It directly determines the early growth and quality of life of infants and young children,and even affects social stability and economic development.However,several major problems about infant formula in the past decade have caused high concern and discussion among the society and consumers.This study focused on the series of measures taken by the Chinese government after the Sanlu milk powder incident and the results achieved.On the other hand,We introduced the shortcomings of the current supervision of Chinese infant formula and put forward relevant suggestions in order to construct a more complete infant formula regulation system.
