The Basis and Thought of Achieving National Unification of Medical Service Item Coding

医疗服务项目及其编码是基本医疗保障制度的重要基础。相当一段时间来,各地医疗服务项目名称及其编码不统一,直接制约着国家医疗保障治理水平的提高。本文以国家医疗保障局“医疗服务项目编码标准研究”项目为基础,论述了医疗服务项目编码统一的背景、基础及其必要性,以现行医疗服务项目及其编码规则运行情况为基础,分析了医疗服务项目编码的新需求,根据医疗保障治理现代化趋势并结合现实,提出了实现医疗服务项目编码全国统一的思路和具体建议。

Medical service items and their codes are the important foundation of the basic healthcare security system.For quite a long time,the names and codes of medical service items in diff erent regions are not uniform,which directly restricts the improvement of the governance level of national healthcare security.Based on the project of"Research on Coding Standards for Medical Services Projects"of the National Healthcare Security Administration,this paper discusses the background,basis and necessity of uniform coding for medical services items.Based on the operation of current medical services items and their coding rules,this paper analyses the new requirements of coding for medical services items.According to the modernization trend of healthcare security governance and combining with reality,this paper puts forward some ideas and concrete suggestions for realizing the national unifi cation of medical service item coding.
