目前,菲律宾是日本主要的ODA对象,日本则是菲律宾最大的ODA提供国。除日元贷款和技术合作之外,近年来无偿资金援助力度加大。日本首相安倍晋三2017年年初访问菲律宾期间,承诺其后5年间政府和民间共将提供总额约1万亿日元的大规模援助计划。2017年10月双方发表了具体落实该援助的共同文件。日本希望两国频繁的首脑外交与规模庞大的经济援助相互作用,成为日本与菲律宾政治经济关系稳定的基础,也为安倍现政府推展"自由开放的印太战略"提供地缘支撑。但菲律宾经济基础的脆弱、政局的变数、地区矛盾的激化等风险,对日本援助外交提出挑战。

At present,the Philippines is one main recipient of Japan's ODA,and for the Philippines,Japan is the largest ODA provider. Except yen loans and technical cooperation,gratis financial assistance is also an important aid modality,and its proportion has increased in recent years. During Japanese Prime Minister Shinzo Abe's visit to the Philippines in early 2017,he pledged to provide a large - scale assistance project totally about 1 trillion yen supported by both of the government and the private sectors over the next five years. In October of the same year,the two sides issued a common document on the concrete implementation of the assistance plan. Japan hopes that the frequent interaction between the two countries ' top diplomacy and large - scale economic assistance will become the basis for the stability of political and economic relations between Japan and the Philippines,and also provide geopolitical support for Abe's current government to promote the " Free and Open Indo - Pacific " strategy. However,the fragile economy base and political variables of the Philippines and the intensification of regional contradictions pose challenges to Japan's aid diplomacy.
