基于PPP项目整体收益最大化的风险分担研究——以S县城乡环卫一体化PPP项目为实证检验

Research on Risk Allocation Based on the Benefits Maximization of PPP Project:A Case Study of S County PPP Project of Integral Sanitation

厘清PPP项目风险在政府部门和私人部门之间的分担机制,能减少项目内部博弈和交易成本,实现项目整体收益最大化目标。通过构建基于PPP项目整体收益最大化的风险分担模型,求解得出在PPP项目特定风险分担中,应当选择风险收益大,风险费用、风险损失和风险概率小的参与方主要承担该项风险,并通过具体项目实施检验了该风险分担的适用性。基于PPP项目整体收益最大化的风险分担研究成果为具体PPP项目的风险分担、激励相容提供了科学合理依据,对确保PPP项目成功具有十分重要的意义。

To clarify the sharing mechanism of PPP project risk between government and private sector can reduce the internal game and transaction cost of the project and realize the goal of maximizing the overall income of the project. Building a risk allocation model based on benefits maximization of PPP project can solve the solution that the PPP project’s risk should be mainly allocated to the participants, who can gain more risk return with lesser risk cost, risk loss and risk probability. This research also tests the applicability of the risk allocation model through an actual project. The risk allocation model based on benefits maximization of PPP project provides a scientific basis for the risk allocation of actual project, which is of great significance to ensure the success of PPP projects.
