摘要
传统的政府行政流程在工作流程、机构设置、监督机制和人员编制方面都存在一些问题,已有研究分析了上述四个方面存在的问题,并提出改进的方法和建议。当前,大数据产业的发展规模已经十分庞大,将大数据技术与政务相结合已经列入我国国家发展战略的发展目标,现有大部分研究方法和建议已经不符合实际情况,存在较大局限性。本文首先阐述了行政流程及优化再造的内涵,简要例举传统的行政流程和现有优化再造方法;然后分析了大数据思维下政府行政流程优化再造存在的阻碍和问题,调研分析了成都市大数据思维下行政流程优化再造的现状;最后提出政府行政流程优化再造模型,为大数据思维下政府行政流程优化提供新思路。
There are many problems in traditional government administrative procedures that include workflow,organization,monitoring mechanism and staffing.The existing research analyzes the problems in the above four aspects,and provides methods and suggestions for improvement.Currently,the development scope of big data industry is very huge.The combination of big data technology and government affairs is listed as the development goal which is included in the national development strategy.In this study,the basic idea of administrative procedures and optimization reengineering is given,the traditional administrative procedures and the existing optimization reengineering methods is briefly introduced,and the obstacles and problems in the optimization and reengineering of government administrative procedures under the big data thinking is analyzed.The existing optimization and reengineering methods of administrative procedures are investigated and analyzed.Lastly,the optimization and reengineering model of government administrative procedures is proposed to provide new ideas for optimizing government administrative procedures under the big data thinking.
