民族高等教育发展:从“适应”到“均衡” 被引量:5

摘要 通过对我国5个自治区2008-2017年高校在校生、毕业生的人数统计后发现,民族高等教育规模与全国平均水平之间仍存在一定差距,且由于缺乏对民族高等教育规模问题的普遍性共识,各自治区之间在高等教育发展方面很不均衡。民族高等教育规模发展无视民族地区政治、经济和生态发展实际需要,不利于民族高等教育健康发展。民族高等教育的发展应坚持"以均衡促公平""以时间换质量"和"以减税促就业"的思路,系统解决民族高等教育发展中的公平、质量和就业问题。 Based on the statistics of universities in five autonomous regions of China in recent ten years(2008-2017),it is found that there is still a certain gap between the scale of higher education of ethnic minorities and the whole country,and due to the lack of general consensus on the scale of higher education of ethnic minorities,the development of higher education among the autonomous regions is also unbalanced. The adaptation theory of higher education scale for the ethnic minorities ignores the actual needs of political,economic and ecological development in ethnic areas and it is not conducive to the healthy development of higher education for ethnic minorities. In the future,we should adhere to the ideas of"promoting the fairness through balance","trading time for quality"and"promoting the employment through tax reduction",and systematically solve the problems of fairness,quality and employment in the development of ethnic higher education.
