论中华全国商会联合会第一次代表大会的筹备与召开

On the Preparation and Convening of the First Congress of China’s National Federation of Chambers of Commerce

由于自身组织结构特点所致,上海总事务所与各省、各侨埠分事务所的设立,成为筹备全国商联会第一届大会的重要前提。上海总事务所成立后克服困难,为筹备本次大会付出了诸多努力,体现了商会组合与动员能力的进一步提升。本次大会除讨论通过了一系列发展商业和保护商人的议案之外,对于事关商会生存发展的官定新公文程式也集全国之力予以抵制,明显加强了商会制衡官厅的能力与影响。客观而言,全国商联会第一次大会的召开在各方面都具有积极作用与影响,但也存在一些不足和缺陷。

Due to the characteristics of the organizational structure of China’s National Federation of Chambers of Commerce,the establishment of its Shanghai General Office and its branches in domestic provinces and cities overseas where Chinese merchants resided has become an important prerequisite for the preparation of the first congress of the National Federation of Chambers of Commerce.The Shanghai General Office overcame some difficulties after its establishment and made many efforts to prepare for this conference,which reflected the further improvement of the organizing and mobilizing abilities of the Chamber of Commerce.In addition to discussing and adopting a series of proposals to develop commerce and protect merchants,the conference also gathered nationwide strength to boycott the new forms and formulas of official documents set by the authorities concerning the survival and development of the Chamber of Commerce.This distinctly strengthened the Chamber of Commerce’s ability to check and balance the authorities and thus its influence over them.Objectively speaking,the convening of the first conference of the National Federation of Chambers of Commerce had positive effects and influence in all aspects,but also some deficiencies and shortcomings.
