Theoretical Framework and Empirical Research on Value Realization of Open Government Data

明确开放政府数据价值转化机制,对促进开放政府数据的价值实现和可持续发展具有重要意义.文章在大量文献调研基础上,基于价值模型将开放政府数据价值生成机制划分为效率机制、透明机制、参与机制、合作机制和信任机制五种;基于吸收能力理论,阐述用户对开放政府数据价值实现的影响,并构建开放政府数据价值实现理论框架;最后,通过剖析美国Smart Disclosure(智能披露)项目中开放政府数据的价值实现过程,为开放政府数据的发展提出切实可行的建议.

Clearly the mechanism of open government data value transformation is of great significance to promote the value realization and sustainable development of open government data. Based on a large number of literature research and value model, this paper divides the value generation mechanism of open government data into five types: efficiency mechanism, transparency mechanism, participation mechanism, cooperation mechanism and trust mechanism. Based on the absorptive capacity theory, this paper expounds the influence of users on the realization of open government data value, and constructs a theoretical framework for the value realization of open government data. Finally, through the analysis of the value realization process of open government data in Smart Disclosure project in the United States, practical suggestions are put forward for the development of open government data.
