公安机关内部协作能力建设的理论探讨及影响因素分析

Analysis on the Influencing Factors of Internal Collaboration Ability in Public Security Organs

通过构建理论模型假设,开展结构化问卷调查,采用PLS结构方程模型分析公安机关内部协作能力的影响因素。结果表明,组织结构、行政协调机制、组织战略和信息技术因素与政府部门内设机构间协作能力呈正相关关系,部门间利益关系、部门权限对政府部门内设机构间协作产生负相关影响。通过理论研究和统计分析构建公安机关内部协作能力建设的理论模型,以期为公安机关科学整合和联合系统内部资源提供可资借鉴的理论依据。

By constructing the theoretical model for hypothesis,and based on the structured questionnaire survey conducted,the influencing factors of internal collaboration ability in public security organs were analyzed with the PLS structural equation modeling.The results showed that the organizational structure,administrative coordination mechanism,organizational strategy,and information communication factors are positively correlated with the interdepartmental collaboration ability inside a governmental department,whereas the interdepartmental interest relationship and departmental authority show a negative effect,and the spatial distance factor has no impact.It was hoped that this paper could construct a theoretical model for the internal collaboration ability of public security organs in accordance with the theoretical research and statistical analysis,hence providing a theoretical basis for the scientific integration of public security organs and the resources reassignment within the system.
