Exploration on the Index System of Market Regulation Modernization in China

市场监管现代化是国家治理体系和市场经济体系现代化的客观要求。时下,从经济基础到上层建筑,我们均面临着市场监管现代化的挑战。探讨市场监管现代化指标体系,有利于深化对市场监管及其发展方向的认识,提高现代化水平。文章在梳理我国市场监管发展演进的历史和逻辑基础上,基于市场监管基本理论,借鉴OECD国家等国际监管经验与原则方法,从中国国情、监管实践、现实政策和新时代发展方向出发,提炼出由7项准则、5个一级指标、26个二级指标构成的市场监管现代化指标体系,并对体系的准则、指标、要点进行了分析释义,以期对我国市场监管理论与实践有所启发和裨益。

To discuss index system for the market regulation modernization is helpful to deepen the understanding of the modernization of market regulation,improve the modernization degree of market regulation,and gradually establish scientific and effective market regulation system. Based on the sorting out the history and logic of the development and evolution of China’s market regulation function status,drawing on the experience and principles of regulation in the OECD countries and other international organization,and consideration of China’s regulatory practices,practical policies and the development direction of the new era,this paper puts forward a indicator system of modernization of market regulation which includes 5 primary indicators and 26 secondary indicators according to 7 basic guidelines of market regulation. This article analyses and explains the key points of these indicators in order to inspire and benefit the practice and theoretical research of market regulation in China.
