摘要
政府数据共享在电子政务发展各阶段都扮演着至关重要的角色。本文以H市68个市级政府部门为研究对象,采用定量与定性相结合的方法,对政府各部门的数据共享需求、共享现状和推进数据共享的主要举措进行详细梳理,对造成需求和共享不匹配的原因展开深入调查。研究发现制度环境、组织网络、信息技术和个人行为及其之间的互动是影响地方政府数据共享的主要因素,由此对我国地方政府推进数据共享提出相应的政策建议。
Government data sharing plays a vital role in all stages of e-government development. Taking 68 municipal government departments in city H as the research objects, this paper conducts quantitative and qualitative analyses to sort out the data sharing demands, data sharing status, and the main measures aiming at promoting data sharing, and investigates the causes of mismatch between the data demands and sharing. The study finds that institutional environment, organizational network, information technology and personal behavior and their interactions are the main factors affecting data sharing among local government departments, putting forward corresponding policy recommendations for promoting data sharing among local governments in China.
