摘要
为了实现e-航海战略下海上搜救信息的数字化传输,提出e-航海环境下的海上搜救行动信息支持方法。首先,对海上搜救信息进行归纳总结,基于S-100通用海洋测绘数据模型创建了海上搜救信息要素类型,并利用统一建模语言(Unified Modeling Language,UML)对海上搜救信息进行了标准化建模,建立了海上搜救信息数据模型;然后,结合海上搜救的实际需求,搭建了包括岸端和船端两部分的信息支持平台,并采用可扩展标记语言(Extensive Markup Language,XML)对搜救信息进行编码使其能够在船、岸之间数字化传输;最后,对海上搜救信息数据模型和信息支持平台进行了仿真验证。仿真结果表明,该方法可使搜救信息在岸–船之间数字化传输,并在船端和岸端平台上以图形化的方式显示,能够为搜救行动提供决策支持。
The present paper intends to propose a maritime data searching and rescue(short for SAR)method and the information supporting system platform to meet the needs of the e-navigation environment.And for the purpose,we have first of all summarized and classified all the information resources related to the maritime SAR work,such as the feature types and attributes of SAR information,the SAR area,the SAR area allocation and search patterns based on the S-100 universal hydrographic data model.And,in so doing,we have managed to standardize the entire maritime SAR information basis with its data model being built-up by means of the Unified Modeling Language(short for UML).And,next,the maritime SAR information supporting system platform has been founded with its display platform based on the electronic nautical chart constructed on the GIS,and with the function modules being developed on the ArcG IS Engine platform.The entire system is actuallly made of 2 sub-platforms:the shore platform and the on-board one.The on-board platform is to be made of the user interface,the GIS platform and the function module,whereas the on-shore platform is armed with the database module designed to support the SAR decision making,except for the 3 particular parts in it.The main function modules of the platform may include searching of the area calculation,determining the task assignment,finding of the pattern allocation and the SAR information transmission.And,then,as a matter of fact,for the shore platform,the information of the searching task and pattern for the ships can be worked out in accordance with the searching area scope,the searching speed and the arrival time of the ships involved in the SAR,and,then,encoded and transmitted to the corresponding on-board platforms in the information transmission module in the Extensible Markup Language(short for XML).Besides,for the on-board platform,the searching data and patterns have to be decoded and intuitively displayed on the electronic nautical chart in a graphical manner.Thus,finally,we have made a simulated experiment to verify the practicability and the applicabilities of the maritime SAR information data model and system supporting platform.As a result,the simulated experiment proves that all the processing duties we would like to execute can be realized by transmitting the digital SAR information between the shore and ships in e-navigation environment,In addition,the efficiency of the SAR action can be greatly promoted.
