基层卫生计生综合监督行政执法规范化培训初探

Standardized training of basic-level health and family plan comprehensive supervision and administrative enforcement

目的提高基层卫生计生监督员的综合监督行政执法能力。方法根据基层卫生计生综合监督行政执法培训工作规范化研究调查结果,分析培训需求,结合专家意见,设计培训体系。结果初步构建了包含培训目的、培训内容、培训方法、培训组织、培训师资、培训评估和培训保障的规范化培训体系。结论只有根据实际培训需求,把各种因素的积极作用有机地结合起来,才能构建高效的基层卫生计生综合监督行政执法培训体系。

Objective To improve basic-level health and family plan supervisors’ ability of comprehensive supervision and administrative enforcement. Methods A training system was designed according to the results of an investigation on standardization research on the training of basic-level health and family plan comprehensive supervision and administrative enforcement and analysis on training needs combined with experts ’ opinions.Results A standardized training system,including training objectives,content,methods,organization,teachers,evaluation and support,was initially constructed. Conclusion A high-efficiency training system for basic-level health and family plan comprehensive supervision and administrative enforcement will be built according to actual training demands and organic combination of various positive factors.
