随着现代城市建设的发展,政府和居民更加看重环境生态问题,而河流更是人们赖以生存的需求之一,但近年来,跨流域的水污染问题频频出现,政府协调治水也是障碍重重。只有强化政府的环境责任,流域治理及生态修复才能得以实施。通过分析我国流域治理中政府行政责任的现状和存在的问题,以及调节政府与公众之间的利益关系,提出可实施运作模式,促进水环境的可持续发展。

with the development of modern urban construction, the government and residents pay more attention to environmental and ecological issues, and rivers are one of the needs of people's survival. However, in recent years, cross-basin water pollution problems appear frequently, and the government's coordinated water control is also a heavy obstacle. As for watershed management and ecological restoration, it is difficult to carry out specific implementation, only to strengthen the environmental responsibility of the government. By analyzing the current situation and existing problems of the government's administrative responsibility in watershed management in China, this paper adjusts the interest relationship between the government and the public, and puts forward the feasible operation mode, so as to realize the sustainable development of water?.
