摘要
抗战进入相持阶段后,蒋介石为实现抗战建国,成立中央设计局和党政工作考核委员会,推行行政三联制,强调计划、实施与考核三个环节的相互联系,以提高行政效率。蒋介石对行政三联制做了充足的准备,一定程度上体现了行政现代化的理念。但行政设计宏大,受战时环境及经费所限,实施倍感艰难;考核流于形式,难以充分调动行政人员积极性,行政三联制未能发挥实效。通过行政三联制的考察可反思蒋介石在战时的政治理念与现实的背离,其中最大的问题是国民政府缺乏实事求是的行政风尚。
During the stalemate stage of Anti-Japanese War, Chiang Kai-shek set up the Central Design Bureau and the Committee for Assessing the Party and Government Work and carried out the Triple Administrative System which emphasized the interrelation of the plan, implementation and assessment of work, in order to fight the Japanese invaders and rebuild the country by improving administrative efficiency. Chiang made adequate preparations for this system, which reflected the concept of administrative modernization to a certain extent. However, the reform design is too great to come true owing to the limit of environment and funds in wartime. It is difficult to fully mobilize the initiative of the administrative personnel, and fails to get the actual effect. Through the investigation of the system, one can understand the deviation of political concept from the reality and the lack of seeking truth from facts of the national government in wartime.
