摘要
自中华人民共和国成立以来,我国的基础教育课程管理在观念以及相关的政策制度、体制与机制方面进行了不断的探索与创新。其发展阶段可以分为国家权力高度集中、课程管理权力下放以及教育治理背景下的发展新趋势。在课程管理的发展历程中,国家通过创新管理体制、增设管理主体以及改进管理手段等管理要素的变革激发课程发展的活力,保障课程的持续良好发展。我国基础教育课程管理发展的核心是权力关系问题,发展的目标是促进教育公平,终极追求是建立平衡的管理生态系统,从而保障课程管理具有持续发展的动力与能力。
Since the founding of People’s Republic of China,continuous explorations and innovations have been made in the ideas,the related policies and institutions,and the system and mechanism of basic education curriculum management.Its developmentalstages can be divided into the high concentration of state power,the decentralization of curriculum management,and the new development trends in the context of educational governance.In the course of the development of curriculum management,the state stimulated the vitality of curriculum development and ensured the continuous and good development of curriculum through such management elements as the innovation of management system,the adding of management subjects and the improvement of management methods.For the development of curriculum management of basic education in China,the core has been the issue of power relations,the goal of development has been the promotion of educational equity,and the ultimate pursuit has been the establishment of a balanced management ecosystem,thus ensuring the power and ability of curriculum management for the sustainable development.
