城市公共性不动产结构、人才集聚与经济高质量发展

Urban Public Real Estate Structure,Talent Agglomeration and High-quality Economic Development

作为当前城市规划建设的重要组成部分,优良的城市公共性不动产结构对人才等创新要素的吸引力关系着城市经济的高质量发展。本文从城市公共性不动产结构视角切入,测算了城市公共性不动产结构指数;构建包含公共性不动产投资结构和人才效用的一般均衡模型,通过理论模型揭示城市公共性不动产投资结构对经济高质量发展的间接作用机理;并选取中国284个地级市2008-2016年的数据为研究样本,实证检验了人才集聚度作为中介变量下,城市公共性不动产结构对经济高质量发展的影响机理。结果表明,人才集聚度在公共性不动产结构与经济增长之间发挥正中介作用,且其占总效应的比重为10.05%。据此对城市规划方案的制定和木动产投资决策等提出针对性建议。

As an important part of urban planning and construction, urban public real estate structure is related to the high - quality development of urban economy as it helps city attract talent and other innovative factors. This paper focuses on urban public real estate structure and explores the following issues;it measures the urban public real estate structure index;it constructs a general equilibrium model including the investment structure of public real estate and the utility of talents;it reveals the indirect effect mechanism of urban public real estate investment structure on high quality economic development. In addition, it empirically tests the mechanism of the influence of urban public real estate structure on high - quality economic development with talent agglomeration degree as a mediator based on data from 284 prefecture -level cities in China from 2008 to 2016. The results show that talent agglomeration plays a positive mediator between the public real estate structure and economic growth, and its proportion in the total effect is 10. 05%. Accordingly, the authors put forward some suggestions on urban planning program and real estate investment decision.
