中国与“一带一路”中东欧国家创新国际化发展及模式比较

Comparisonthe Development and Pattern of Innovation Internationalization between China and the “Belt and Road” Central and Eastern European Countries

随着知识经济的全球化发展,各国创新活动的国际化趋势愈加显著,研究显示创新国际化对一国经济发展起到积极的推进作用。本文通过比较中国与“一带一路”中东欧国家创新投入、国际技术流动和创新产出的发展以及创新国际化模式的不同,得出结论:中国创新国际化发展相对“一带一路”中东欧国家水平较高,中国创新国际化模式由“低低”转向“低高”,大部分中东欧国家仍停留在“低低”模式;中国创新国际化发展与经济水平的相关性更为显著,大部分中东欧国家创新国际化发展受产业结构的影响更为密切。基于此,提出几点推进创新国际化发展的对策建议。

With the development of knowledge economy globalization, the international trend of innovation activities in various countries becomes more and more obvious. Some researches have showed that innovation internationalization plays a positive role in the economic development of a country. By comparing the development and the pattern of in-novation input, international technology flow and innovation output between China and the “Belt and Road” countries, this paper concludes that the development degree of innovation internationalization in China is relatively higher than the one that of the “Belt and Road” countries. The innovation internationalization pattern of China has changed from “ LL” to “ LH ”, while the pattern of most Central and Eastern European countries still sustains in “LL”;The correlation between the development of innovation internationalization and the economic level in China is even more obvious, while the development of innovation internationalization in most Central and Eastern European countries is more closely influenced by the industrial structure. Based on these conclusions, the author puts forward some countermeasures and suggestions to promote the development of innovation internationalization.
