基于三阶段DEA的我国创新型产业集群投入产出效率研究

Research on Input-output Efficiency of Innovative Industrial Clusters in China Based on Three-stage DEA Model

将环境因素引入到创新型产业集群的运营效率分析中,分别利用传统DEA和三阶段DEA模型测度2016年我国61家创新型产业集群的投入产出效率,并进一步分析集群效率在产业类型与地域分布上的差异。研究表明:传统DEA与三阶段DEA模型测算的集群效率存在显著性差异,环境因素对集群运营效率的影响较大;我国创新型产业集群的投入产出效率整体偏低,原因主要在于集群资源配置效率偏低、集聚能力偏弱,整体的规模效益不高;创新型产业集群的投入产出效率在产业类型与地域空间的分布上存在明显差异。据此,研究提出了改善资源配置效率、推进产业规模化发展、多元化均衡化发展产业集群等建议。

This paper introduces environmental factors into the study of operational efficiency of innovative industrial clusters, and uses traditional DEA and three - stage DEA model to measure the input - output efficiency of Chinese 61 innovative industrial clusters in 2016. The results show that there is a significant difference of clusters' efficiency between the traditional DEA and the three - stage DEA model and the environmental factors have a greater impact on the cluster operational efficiency. The overall input - output efficiency of Chinese innovative industrial clusters is low and the scale effectiveness is not high, mainly because of the low efficiency of cluster resource allocation and the weak ability of resource agglomeration. The input - output efficiency of innovative industrial clusters differs significantly in the distribution of industrial types and regional space. Accordingly, the paper puts forward some suggestions, such as improving the efficiency of resource allocation, promoting industrial scale development and developing diversified and balanced industrial clusters.
