要素配置扭曲视角下的创新效率研究

十九大报告提出加快建设创新型国家的具体措施,其中,矫正要素配置扭曲是对创新驱动发展战略的制度保障。本文从理论上分析了要素市场价格扭曲对创新效率的影响机制;以中国1998-2014年30个省份为研究对象,应用随机前沿算法核算创新效率作为核心变量进行实证检验。在此基础上,进一步运用门槛特征分析方法,得出地区经济发展水平的提升可以改善要素市场扭曲对创新效率的负面效应这一结论。

The report of the 19th National Congress proposed specific measures to speed up the construction of an innovative country. Among them, the institutional guarantee for the innovation - driven development strategy is the innovation of scientific and technological system and the correction of factor market allocation distortion. This paper theoretically analyzes the mechanism of the influence of factor market price distortion on innovation efficiency. Taking 30 provinces in China from 1998 to 2014 as research objects, this paper uses Stochastic Frontier Algorithm to calculate innovation efficiency as core variable for empirical test. The result shows: factor market price distortion has an inhibitory effect on innovation efficiency. Furthermore, the paper divide 30 provinces in China into eight economic regions, and measure the impact of factor market price distortion on the innovation efficiency of the eight regions respectively. Furthermore, using the threshold characteristics analysis method, the paper is drawn that the improvement of regional economic development level can improve the negative effect of factor market distortion on innovation efficiency.
