农村土地制度改革及乡村振兴发展研究——基于产权经济学的一个分析框架

Study on the Reform of Rural Land System and the Development of Rural Revitalization——An Analytical Framework Based on Property Rights Economics

基于产权经济学的分析框架,探究农村土地制度改革与乡村振兴发展之间的作用机理。通过案例研究,综合分析,得到以下研究结果:农村土地制度改革从制度层面进一步明晰了集体建设用地的产权范围;从权利层面显化了资产属性;从市场层面完善了资源的有效配置,进而实现了资产要素与劳动力要素在乡村与城镇之间的流动。进一步而言,农村土地制度改革实现了乡村产业的发展、农户个体收入的增加以及乡村生态环境的改善,在很大程度上推动了乡村振兴战略的发展。

Based on the analysis framework of property rights economics, this paper explores the mechanism between rural land system reform and Rural Revitalization and development. Through case study and comprehensive analysis, the following research results are obtained;the reform of rural land system further clarifies the property rights scope of collective construction land from the institutional level;manifests the property attributes from the right level;and improves the effective allocation of resources from the market level, thus realizing the flow of assets and labor factors between rural and urban areas. Furthermore, the reform of rural land system has realized the development of rural industry , the increase of individual income of farmers and the improvement of rural ecological environment, which has greatly promoted the development of Rural Revitalization strategy.
