休闲农业和乡村旅游融合发展实证分析——以辽宁省大连市休闲农场发展为例

An Empirical Analysis of Integrated Development of Leisure Agriculture and Rural Tourism——The Development of Leisure Farms in Dalian City,Liaoning Province Taken as a Case

休闲农业和乡村旅游是“十三五”规划期间乡村振兴战略的着力点,也是有效解决“三农”问题的重要抓手。尤其休闲农场作为城市与农村的结合点、休闲农业的重要载体,不但能够有效缓解农村土地荒废现象、带动相关旅游业发展,还能使广大农业从业者从中受益,并为城市居民提供全新的短途旅游目的地。在界定休闲农场定义的基础上,梳理大连市休闲农场发展历程,通过调研将大连市休闲农场的类型确定为休闲观光型、特色产业型、有机生态型和农业体验型;从大连市休闲农场发展现状出发,针对存在的融资难、扶持政策未落实,交流与合作不通畅,缺乏宣传、无知名品牌,管理水平低和基础设施薄弱等主要问题,提出建立多元化融资渠道,加强经营者的联动与合作,拓展宣传渠道、树立知名品牌,培养专业管理人才和强化基础设施建设等建议。

Rural tourism and leisure agriculture are the focus of the rural revitalization during the 13th Five-Year Plan and an important starting point for solving the problems of agriculture, rural areas and farmers effectively. As a product of urban -rural integration and an important carrier of leisure agriculture, leisure farm can not only eliminate rural land abandonment effectively and promote the development of relevant tourism, but also bring benefit to the majority of agricultural practitioners and provide new short-distance tourist destinations for urban residents. The development of leisure farms in Dalian is reviewed on the basis of the definition of leisure farm. With the help of investigation the leisure farms in Dalian City can be classified into leisure and tourism type, specialty industry type, organic ecology type and agricultural experience type. Based on the current situation of the development of Dalian leisure farms and in view of main problems such as the financing difficulty, the failure of supportive policies to be carried out, the failure of communication and cooperation in smoothness, the lack of sale promotion and wellknown brands, the low level of management and the weak infrastructure, it is put forward that diversified financing channels should be established, the linkage and cooperation strengthened between leisure farm operators, promotion channels expanded, well -known brands developed, professional management personnel cultivated and the infrastructure construction strengthened.
