新时代新形势下天津市城市地质工作构想

Conception of Urban Geological Work in Tianjin under the New Era

城市地质工作是城市规划、建设、运行管理的重要基础,在城镇化建设过程中具有非常重要的战略意义。天津市城市地质调查经历了1.0版本、2.0版本,目前打造新时代城市地质3.0升级版本。新时代城市地质工作应进一步加强多方联动机制,全面贯彻“创新、协调、绿色、开放、共享”五大发展理念,牢固树立“山水林田湖草生命共同体理念”等工作理念。针对天津市“空间、资源、环境、灾害”等多要素关键地质问题,构建了天津市“41111”工作体系。即建立4项多要素调查、1项评价、1项建模、1项监测网建设、1项云平台建设。

Urban geological work is an important basis for urban planning, construction, and operation management, which has an important strategic significance on the process of urbanization. The urban geological survey of Tianjin has undergone 1.0 and 2.0 versions, and now is being built as a 3.0 upgrading version. In the new era, for the urban geological work, it should strengthen the multi-linkage mechanism, comprehensively implement the five development concepts of "innovation, coordination, green, open and sharing", and firmly establish the working concepts of "the concept of life community of mountains, rivers, fields, lakes and grasses". Aiming at the key geological problems of Tianjin such as "space, resources, environment and disasters", the paper conceives the future urban geological work. At the same time, the work system of "41111" in Tianjin has been constructed, i.e., four multi-factor surveys, one evaluation, one modeling, one monitoring network and one cloud platform.
