鹤壁市海绵城市制度建设绩效评价的实证分析

The Performance Appraisal Empirical Analysis of Sponge City Institutional Construction in Hebi City

以海绵城市制度建设绩效评价为研究范围,以鹤壁市为研究区域,依据住建部颁布的相关建设绩效文件,构建海绵城市制度建设绩效评价体系,借助层次分析法、专家赋值法、模糊数学法进行综合绩效评价,以期为其他海绵城市试点的制度建设提供一定的参考。研究结论:总体来看,鹤壁市海绵城市建设绩效评价的结果为“优秀”,但是在政企合作、示范带动等方面表现较差,应当增加政策优惠,融入社会资本,注重整体效应。

Taking the performance appraisal empirical analysis of sponge city institutional construction as the scope of study, the Hebi city as the area of study, and based on the performance document of Housing Construction Department, build up the performance appraisal system of sponge city institutional construction, and with the help of analytic hierarchy process, expert evaluating method and fuzzy mathematics method, then finished this synthetical performance appraisal, in order to provide some reference for the system construction of other sponge cities. Research conclusions: Overall, the results of performance appraisal of sponge city institutional construction in Hebi city are “excellent”, but the performance is poor in government-enterprise cooperation, demonstration and other aspects. We should increase preferential policies, integrate social capital, and pay attention to the overall effect.
