Enlightenment of Japan’s Measures toward Low Fertility to China

从日本少子化的现状入手,梳理1990年以后日本的少子化对策,分析日本少子化对策的实施情况和特点。日本的少子化对策在缓解人口规模缩小方面收到了一定成效。面对我国目前妇女生育意愿不佳的现实,我们应该吸取日本少子化对策的经验教训,立足我国国情,促进婚育,努力解决妇女的产后再就业问题、孩子的照料问题、托管问题等。积极促进男性参与家庭与育儿,缓解育儿家庭所面临的经济压力,完善公共服务体系,健全医疗服务网络,力求形成均衡的人口发展态势。

Starts from the current situation of Japan s declining birthrate, summarize their measures which tackle the problem of low fertility since 1990, and further study their implementation and features. Japan’s low fertility measures have achieved certain effect in alleviating the shrinking population. Facing the problems of the current Chinese women s poor fertility willingness, we should learn from the experience and lessons of Japan s low fertility measures. Based on our country s reality, we should increase the marriage rate and birthrate, and work hard to solve women s problems such as post-natal employment, child care issues, and custody issues. Male participation in family and child-rearing the improvement of the public service system and the medical service network should also be encouraged, so as to ease the economic pressure faced by child-rearing families, and strive to form a balanced population development.
