构建新时代研究生党员质量保障体系是确保研究生党员整体素质,保障研究生党员队伍建设质量的重要方案。对新时代研究生党员发展“入口关”、党员培养“过程关”、党员离校“出口关”等三个关口(以下简称“三关口”)进行调研,主要涉及8个方面内容:政治表现、理论学习、组织生活、学习表现、活动情况、生活表现、党员互评、支部评议等。有针对性地加强“三关口”管理,把政治建设摆在首位,落实好考核指标,以培育德才兼备为抓手,从而塑造和培养一支“严入口严过程严出口”的高质量新时代研究生党员队伍。
