互联网治理的基层策略探究

The Grassroots Strategies of Internet Governance

从1994年中国接入互联网后,中国政府关于互联网治理出台了一系列的政策法规,从最初的规制接入到规范应用,从引导行业自律到鼓励网民自律,逐渐形成了以政府行政执法为主导、互联网行业和网民共治的互联网治理思路。分析了我国互联网基层治理策略形成的轨迹,以及目前互联网基层治理存在的问题,提出借力网格化管理思路加强基层互联网治理的建议。

Since China’s access to the Internet in 1994,the Chinese government has issued a series of policies and regulations on Internet governance.From initial regulating access to setting application standards and from the guidance of industry self-discipline to the encouragement of Internet users’ self-discipline,it has gradually formed the idea of Internet governance with government administrative law enforcement as the leading and Internet industry and Internet user cogovernance.This paper analyzes how China’s Internet grassroots governance strategies have come into being and what problems still exist in the current Internet grassroots governance.Finally,the thesis puts forward suggestions to strengthen grassroots Internet governance by means of grid management measures.
