标杆管理理论视域下的基层政务公开研究——以陕西省基层政务公开标准化规范化试点为例

Research on Openness of Grass-roots Government Affair from the Perspective of Benchmarking Theory——Taking Shaanxi Provincial Grass-roots Government Opening Standardization Pilot as an Example

基层政务公开工作的标准化、规范化试点是国务院办公厅安排部署的一项重要工作,目的是总结出适合基层特点、符合治理要求、便于服务群众的政务公开模式和途径。通过对陕西基层政务公开试点工作的分析,可以发现基层在公开理念、公开内容、公开标准、数据共享、工作机制及精细化程度等方面都存在一些需要改进的环节。作为一种渐进式管理方式的"标杆管理"理论,其蕴含的系统优化、不断完善和持续改进的基本思想,可以为陕西乃至全国下一步的试点工作提供改进思路,有助于探索提炼出更有效率、更易推广、更符合基层实际和群众需求的政务公开工作模式。

The normalization and standardization of local government affairs openness is an important task for the General Office of the State Council to arrange and deploy. The purpose is to summarize the open models and ways of government affairs that are suitable for the characteristics of the grassroots, meet the requirements of governance and facilitate the service of the masses. Through the analysis of the pilot work of Shaanxi local government affairs, we can find that some links need to be improved in the aspects of open concept,open content, open standard, data platform and working mechanism and refinement. As a theory of benchmarking of progressive management, the basic idea of system optimization, continuous improvement can provide improved ideas for the next pilot work of Shaanxi and even the whole country. It will help to explore and refine a work model which is more efficient, easier promoted, more in line with the grassroots reality and the needs of the masses of local government affairs.
