摘要
建筑垃圾处理PPP模式是建筑垃圾资源化发展的主要趋势。PPP项目涉及的利益相关者众多,在全生命周期过程中面临的不确定因素较多。基于建筑垃圾PPP项目全生命视角,构建建筑垃圾处理PPP项目风险评价体系,以227份问卷调查数据分析为基础,利用应用管理熵理论和Brusselator模型,对建筑垃圾PPP项目风险系统稳定性耗散性能进行评价。研究结果表明,建筑垃圾PPP项目风险系统处于耗散结构状态。要防范PPP项目系统风险非耗散性,未来应从鼓励技术创新,加强灾害预防,提供政策扶持,加强项目管理等方面改进。
PPP mode of construction waste treatment is the main trend of development of construction waste recycling, which involves many stakeholders and faces many uncertainties throughout the full life cycle. Based on the whole life perspective, this paper established a risk evaluation system for construction waste PPP projects with questionnaire survey and data analysis. The reliability dissipation performance of risk system in construction waste PPP projects is analyzed by using management entropy theory and Busselator model. The results show that the risk system of PPP projects is a dissipative structure. It should improve the technology innovation, strengthen disaster prevention, provide policy support and improve project management in the future to prevent the non-dissipation of risks in PPP project systems.
