摘要
施工噪声是城市(特别是超大城市)噪声污染问题和噪声投诉的主要来源。以深圳市某河水环境治理的EPC总承包项目为例,基于现场施工过程噪声源强的定量研究和现场调查及环境影响问卷调查,分析了项目施工阶段的噪声污染特征,并基于查尔斯·戴明提出的PDCA项目管理模式和ISO14001环境管理体系的要求,提出了EPC项目施工噪声环境管理体系。该案例可减少施工大城市噪声投诉事件,为施工噪声污染管理提供参考,也为水环境治理EPC项目施工环境管理提供了重要依据。
Complaints relating to environmental noise issues are increasing in China, in particular in megacity, construction noise is the largest contributors. A river restoration project in Shenzhen under the model of Engineering-Procurement-Construction is used as an example. This study develops an environmental management system, including control measures of the construction noise and its implementation plans according to questionnaire, field investigation, national laws, regulations, standards, technical specifications and project management theories such as ISO 14001 environmental management systems and PDCA management model, etc. The research results can facilitate environmental managers to mitigate noise-related disputes and their negative effects during the construction phase, also provide additional insights into the environmental management of the EPC water environmental restoration project.
