摘要
改革开放以来,党中央部门先后开展了5次机构改革。适应不同历史条件,历次机构改革呈现不同的改革重点、改革方式和改革成果,具有鲜明的时代特点。历史地看,5次机构改革共同展现了反映时代变迁的党中央部门机构改革全景图。在党掌握领导权的大前提下,在党的领导下,党中央部门的机构从精简、调整到重构,党中央部门的职能从转变、调整到重构,适应了经济社会发展的需要,为全面加强党的领导和党的建设创造了条件。
Since the reform and opening-up, the departments under the CPC Central Committee has carried out five institutional reforms. Adapting to different historical conditions, these institutional reforms have shown different reform priorities, reform methods and reform results, with distinctive characteristics of the times. Historically speaking , the five institutional reforms have presented a panorama of the institutional reforms of the departments under the CPC Central Committee, reflecting the changes of the times. On the premise that the CPC holds the leadership, under the leadership of the Party, the reform has changed from streamlining, adjusting to restructuring, and the functions of the departments have changed from transforming, adjusting to restructuring. It meets the needs of economic and social development and creates conditions for strengthening the Party leadership and Party building in an all-round way.
