未来5年中国仍然处在战略机遇期,但战略机遇期的内部条件、外部环境发生了巨大变化。社会治理面临的外部、内部环境更为复杂,支撑我国社会发展的主体性、制度性、发展理念动力还远没有充分释放"。十四五"期间健全现代社会治理体系建设,必须关注社会结构、政治空间、新技术革命给人们带来的深刻影响,必须关注防范化解社会矛盾与风险、解决经济发展动力衰退、改善社会治理结构,必须构建本土化社会治理理论、创新与完善政府治理,推进多元"共建共治共享"体制的形成,在改善民生中提升社会治理质量与水平,同时,还要注重新技术手段与传统文化、社会力量相结合。

China is still in the period of strategic opportunity in the next five years,but the internal conditions and external environment of the period of strategic opportunity have undergone tremendous changes.The external and internal environment of social governance becomes more complex,but the driving force of subjectivity,institution and developmental concept that support China’s social development is far from fully released.To improve the construction of modern social governance system during the 14 th Five-Year Plan period,we should pay proper attention to the profound impact of social structure,political space and new technological revolution on people.We should guard against and resolve social contradictions and risks,solve the decline of economic dynamics,and improve the structure of social governance.We should also construct localized social governance theory,innovate and improve government governance,promote the formation of the pluralistic system of "co-construction,joint governance and sharing",enhance the quality and level of social governance through improving people’s livelihood,and focus on the integration of new technological means with traditional culture and social forces.
